Paris Hilton and others like her should never have seen the inside of a jail cell. She simply needed an attitude adjustment, which could have been done with community service. This could be simply showing up at a designated place at a designated time, put on a orange jumpsuit, and performing a community service task, like picking up trash, mowing lawns, painting, etc.
If they fail to show up or if a person needs more supervision, like someone arrested for multiple offense DWI or domestic abuse, the next step work be work release. In this program, they stay in a secure facility, or supervised group home when not working. They are released to work and must immediately return when done. With good behavior they may occasionally be temporarily released back into the community under the supervision of a care giver (parent, spouse, friend, etc.) If we send all the illegal aliens home there will be a lot of work for these people.
A big point with these programs is if a person already has a job, they don't loose it because they were wasting away in a jail cell. Also we keep these people from befriending the more harden criminals. We also reduce jail overcrowding and staff expenses.
